The involvement of developing countries in international clinical trials is necessary for the development of appropriate medicines for local populations. However, the absence of appropriate structures for ethical review represents a barrier for certain countries. Currently there is very little information available on existing structures dedicated to ethics in western and central Africa. This article briefly describes historical milestones in the development of networks dedicated to capacity building in ethical review in these regions and outlines the major conclusions of two (...) workshops on this issue, which were held in September and October 2002 in Libreville, Gabon, and Paris, France. The workshops were the culmination of collaboration between the African Malaria Network Trust (AMANET) and the Pan African Bioethics Initiative (PABIN). They produced an update on ethics organizations with regard to mission, function, activities, members, and contact people, in eight countries within the regions discussed. As a result of the commitment of mandated delegates, a further prominent outcome followed these workshops: the creation of national structures, where none existed before, dedicated to the ethical review of clinical trials. In this "Dictionary," more than four hundred biographical entries encompass all the Dutch thinkers who exercised a major influence on the intellectual life of the Golden Age, as well as those who developed their ideas and beliefs through interaction with other scholars. Additional entries describe foreign philosophers who lived in the country temporarily and whose work was influenced by their stay. These include John Locke, Rene Descartes and Pierre Bayle.

Sous l'Ancien Regime, les champs semantiques de la preuve sont aussi complexes et plastiques que ses usages. La notion circule et innerve des pratiques tres diverses, parfois de maniere inattendue. La plaidoirie ou le requisitoire reorganisent les faits, creant des fables qui s'eloignent quelquefois de la realite et qui tendent a transformer la verite en mensonge et le mensonge en verite. Ces ressorts sont aussi ceux de la fiction qui exploite toutes les ressources de la probation ou preuve et signe (...) viennent a se confondre. Dans d'autres domaines, pour assurer le passage de liaisons necessaires entre des elements divers qui conduisent a la certitude, a l'analyse morale qui s'appuie sur des relations probables pour etablir l'innocence ou la culpabilite, il faut s'etre approprie un art de la demonstration qui, ayant traverse la metaphysique et les mathematiques, parvient au droit. Ce passage-la marque le role historiquement grandissant de la probabilite dans la prise de decision et dans la conception de la verite. Le present volume interroge les lineaments semantiques et les usages de la notion de preuve, du XVIe au XVIIIe siecle, essentiellement en France et en Grande-Bretagne. Les etudes qui le composent suggerent que ces divers usages constituent l'un des aspects du long processus de division des savoirs. Jean-Pierre Schandeler est charge de recherche CNRS a l'IRCL. Ses travaux portent sur les rapports entre l'histoire et les sciences morales et politiques au XVIIIe siecle. Nathalie Vienne-Guerrin est professeur a l'universite Paul-Valery Montpellier 3, specialiste de Shakespeare. Nor is it likely that with the publication of this excellent translation of St. Thomas's commentary, such critics will begin to take account of this Thomistic argument even now. Pierre Bayle and Voltaire confronts the ideas of the two philosophers and formulates some prudent conclusions about their relationship. Since Bayle's works run to nine long folio volumes and Voltaire's come to fifty quartos in the Moland edition, one cannot help but be impressed by the magnitude of Professor Mason's undertaking and by his ability to reduce his findings to a book of just over one hundred and fifty pages. In the case of Bayle and Voltaire, the basic facts concerning influence are readily available. We know what works of Bayle's were in the library at Ferney; we can see the pages the Enlightenment philosopher marked as he read; we have almost two hundred references to Bayle in Voltaire's works and letters (listed chronologically by Mason in an appendix); and critical editions, such as Morize's Candide and Lanson's Lettres philosophiques, have disclosed how consistently Voltaire turned to the Dictionnaire historique et critique or other works from Bayle's pen for information. Yet, when dealing with passages that seem to rely on Bayle for factual content, a scholar runs into many hazards. Voltaire may draw his data from Bayle, from Bayle's source, from an intermediary, or from an outside source. We know that he consulted Richard Simon, Spinoza, Dora Calmet, and Dr. Astruc as well as Bayle for his Biblical criticism. In lieu of an abstract, here is a brief excerpt of the content:Reviewed by:Crises of Memory and the Second World WarPatrick HenryCrises of Memory and the Second World War, by Susan Rubin Suleiman; x & 286 pp. Cambridge: Harvard University Press, 2006. $29.95.This excellent study deals widely and deeply with the crises of memory and World War II but generally focuses on France, Vichy and the Holocaust. The author defines a crisis of memory as "a moment of choice and sometimes (...) of predicament or conflict, about remembrance of the past, whether by individuals or by groups" (p. 1). In the crises of memory she examines, "individual self-representation overlaps with... collective self-representation" in such a way that individual remembrance takes on collective significance. In nine rich chapters of textual analysis of mostly self-consciously literary texts, Suleiman deftly analyzes writers from the left and the right, two films of tremendous import, the nature of Holocaust memoirs, experimental writing and the concepts of trauma, amnesia, amnesty, testimony and forgiveness.In the first three chapters, Suleiman studies French memories of the Occupation, the collaborationist Vichy regime and the Resistance from 1945 to the present. These chapters depict the relations between history and memory and highlight the intriguing process of the evolution of public remembrance. Chapter one, "Choosing Our Past," surprises even the most careful reader of Jean-Paul Sartre's plays and novels, for it demonstrates brilliantly that, in several of his very early post-Vichy essays where he conveniently passes over in silence France's collaborationist past—even the major role played by Vichy police in the roundup and deportation of Jews—he helped create, along with de Gaulle and others, the myth of "Resistancialism," the founding myth of the post-Vichy [End Page 204] Period, the idea that all Frenchmen resisted the Nazis. In the words of Pierre Nora, Sartre and de Gaulle were "writing history from the point of view of the future" (p. 17).In chapter two, the author analyzes the 1997 "Aubrac Affair," exposing the problems that the Resistance heroes, Lucie and Raymond Aubrac, encountered when they were suddenly suspected of having betrayed Jean Moulin, whose 1964 enshrinement in the Pantheon is examined in chapter three within the context of the politics of national memory in France. Whereas Moulin's enshrinement marked the apex of the myth of "Resistancialism" in France, the "Aubrac Affair" comes fifty-four years after the betrayal of Jean Moulin and twenty-five years after the myth of "Resistancialism" began to fade. In treating the charges and countercharges in the "Aubrac Affair," which continues to fascinate because it illustrates "the problematic relation between public and private memory, and between history and fantasy in the construction of both an individual and a collective past" (p. 61), Suleiman highlights the problems of narrative verisimilitude and the narrative tendency toward heroic aggrandizement as well as its opposite, the desire to topple heroes.In chapter four, Suleiman studies Marcel Orphuls's Hotel Terminus: The Life and Times of Klaus Barbie, a four-hour documentary of great significance that remains relatively unknown when compared with his earlier film, The Sorrow and the Pity. Barbie was the infamous Nazi war criminal, known as "the Butcher of Lyon," who tortured and deported hundreds of Jews and tortured to death the great French Resistance hero, Jean Moulin. He was extradited from Bolivia to France in 1983 where he was tried for crimes against humanity in 1987. Orphuls's film exposes the conflicted memories and partisanships produced by WWII and the Holocaust in public and private spaces throughout Europe and the Americas. This chapter will undoubtedly convince others of the film's importance. It will certainly convince the reader of Suleiman's ability to read film. She explains in detail Orphuls's method of "dialectical montage" (already evident in The Sorrow and the Pity) whereby he cuts up individual interviews and juxtaposes them with parts of others that often qualify or simply contradict what has been stated. This is why his films are "interactive documentaries" that "force the viewer into uncomfortable subject positions in relation to the material" (p. 87). No voice-over or "voice of God" commentary comes to aid the viewer who is forced to evaluate critically... (shrink)

Frequently referred to as the 'French Kant', Maine de Biran was dubbed the greatest metaphysician to have been produced in France since Descartes and Malebranche by Henri Bergson, indicating the huge impact that Biran's work had during the nineteenth century and beyond. His philosophical vocabulary and key conceptual distinctions still play an undeniably central role in contemporary continental philosophy. This volume situates Biran within the development of modern French, German and British philosophy and illustrates the deep influence he had (...) on major figures such as Maurice Merleau-Ponty, Michel Henry, and Paul Ricoeur. His work also had a huge impact on philosophical understandings of the distinction between the virtual and the actual, as well as the concepts of effort and puissance, that were enormously important to Deleuze and Foucault. The notion of corps propre, so important to phenomenology in the twentieth century, in fact originates in the work of Maine de Biran. Appearing in translation for the first time, this key work and accompanying essays makes the mature thought of this vastly important philosopher available to English speaking audiences, and is an imperative background for students studying modern continental philosophy. Ce que l'on dit, c'est du langage si c'est dans la langue. A ce prix, la linguistique peut exister, instituant une partition entre l'agrammatical et le correct qui assujetit la langue. La linguistique n'est pourtant pas au bout de ses peines : les rapports du langage a l'inconscient et aux ideologies font toujours retour pour venir defaire les systemes etablis. La linguistique tente de masquer ces failles en usant de subterfuges : elle fait du langage un outil prompt a se (...) reveler mauvais, imagine un sujet maitre de l'ordre de la langue. C'est croire que tout peut se dire quand, du point de vue de la langue, tout est dans la maniere, quand l'inconscient et l'histoire nous assurent qu'on ne dit jamais n'importe quoi. (shrink)
